That's the percentage of Americans who believe waterboarding is, in fact, "a form of torture." This means there's about 20% of the public who believe the United States committed torture, yet are not in favor of investigating it. I'm not sure how to reconcile this. So I wont. It doesn't matter a lick. Law enforcement is not subject to public opinion.
