A political decision

Yesterday an administration official told NBC's Jim Miklaszewski that the "surge option is more of a political decision than a military one." But wouldn't the "political decision" be to begin withdrawing troops? Isn't that the political lesson learned from the midterm elections? One would think so, except this is George W. Bush we are talking about and for him a political decision means never having to admit he is wrong.
